UAE has announced that visitors holding the FIFA World Cup Qatar 2022™ Hayya Card can get multiple-entry tourist visas to visit UAE. This is a great opportunity for international tourists to experience the UAE’s vibrant tourist destinations like Dubai and other emirates while they are in Qatar.

This article will explain the requirements, visa validity, visa fees and the step-by-step application process to get a UAE Visa with Hayya Card.

Note that applicants can apply for a UAE Hayya Card Visa either through the Federal Government’s ICP (Federal Authority for Identity, Citizenship, Customs and Port Security) platform or the Dubai Government’s GDRFA (General Directorate of Residency and Foreigners Affairs) platform.

This article is about applying through the UAE Federal Government’s ICP platform (which is slightly cheaper).

Otherwise, you can also apply through Dubai Government’s GDRFA platform, by following these steps.

06 NOVEMBER 2022 UPDATE: Please note that a Hayya Entry Permit may be required for this type of visa. Even though the ICP portal asks for a Hayya Card, some users who uploaded Hayya Card were asked to submit their Hayya Entry Permit. Hayya Entry Permit is only available to international fans (not for Qatar residents). Qatar residents can still apply online for Dubai Visa for GCC Residents.

01 NOVEMBER 2022 UPDATE: The UAE visa application platform for Hayya card holders is now open. However, the ICP website is not accessible in Qatar. Users from other countries can submit applications.


What is Hayya Card

The Hayya Card is a mandatory Fan ID required for all those attending the FIFA World Cup Qatar 2022. The Hayya Card is required for all local and international World Cup attendees and provides entry into Qatar and the stadiums.

As per the current announcements, anyone with an approved Hayya Card can apply for a UAE tourist visa.

Hayya Card UAE Visa Validity

With the multi-entry visa, world cup fans can enter the emirates multiple times over 90 days. It can be extended for another 90 days by paying regular fees.

The UAE tourist visa for Hayya Card holders is issued at a reduced one-time fee of AED 100 (USD 27). There is an additional E-Services fee of AED 29.40 and ICA fees of AED 22. The total cost will be AED 153.47 (including the online payment fee).

Note that you need to buy private medical insurance from any provider and upload the same.

Visa renewal fee: The standard visa fee applies for renewal after 90 days.


How To Apply for UAE Visa With Hayya Card

The visa application process will be entirely online on UAE’s Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) official website.

Documents Required

  1. Copy of Passport
  2. Colored Photo (Minimum size of 600×600 pixels; maximum size of 1200×1200 pixels; square ratio; minimum resolution of 96 dpi)
  3. Copy of Hayya Entry Permit (Please upload Hayya Entry Permit as Hayya Card may not be accepted)
  4. Copy of Medical Insurance (Should cover the duration of stay)

Steps To Apply

Step 1: Go to www.icp.gov.ae

Step 2: Click on “E-Channel Services”

You can find this by searching on the search bar. Once found, click on “Start Service”.

Step 5: Fill out the application form

You will need traveller details like Applicant Name, Mobile, Email, Nationality, Occupation, Gender, Date of Birth, Country of Birth, City Of Birth, Passport Number, Passport Type, Passport Issue Place, Country of Issue, Date of Issue, Expiry Date, Religion, Faith, Marital Status, Qualification, Mother Name, and Vist Reason.

  • For fields asking for Arabic names, the names will be automatically translated.
  • For “the department from which you want to issue a visa”, Dubai is not available as an option. You can select Abu Dhabi. Customer care has confirmed that you can still travel to Dubai with a visa issued by Abu Dhabi.
  • For the address in UAE, give your hotel address or a relative/friend’s address where you will be staying.
  • You will need three phone numbers in UAE. You can give a relative/friend’s number.

Please make sure to enter accurate data while filling in all fields knowing that your application will be rejected in case inaccurate data is found. You should also give an address inside UAE including a telephone number.

Click “Next”.

Step 6: Fill out the application form

Upload the required documents (passport, photo, Hayya card and medical insurance). Click “Next”.

Step 7: Review the information

In the next step, review your information. If needed, you can click on the “Back” button to edit. If everything is correct, click the “Next” button.

Step 8: Pay the visa fees

A credit card will be required for online payment of the fees (Toal AED 153.47).

Click on “I Agree to the Terms and Conditions”. Click on “Amwal”. On the next screen, pay using your credit card.

Your visa status will be communicated by email.


UAE Hayya Visa Application Errors

Some applicants who applied recently were returned for modification. Some of these are Arabic comments translated into English and hence confusing for non-Arabic applicants. Here are the common comments and what they mean:

  • Please attach a Certified Hayya Card: Here “Certified Hayya Card” means Hayya Entry Permit. As mentioned earlier, you should be submitting a Hayya Entry Permit (not Hayya Card). Hence this option is not available for Qatar residents.
  • Having valid health insurance in the United Arab Emirates: The comment means you should purchase insurance from a UAE-based insurance company (Daman Health, ADNIC etc.)
  • Warranty required from within the country: Again this comment means you should purchase insurance from a UAE-based insurance company.

How Can I Travel Between Qatar and UAE?

Flying remains the most popular choice, with a journey of just over an hour. Flydubai, Qatar Airways, Air Arabia, and Etihad offer daily flights between most UAE airports and Doha. Daily shuttle flights mean passengers can only take 7kg of hand luggage and must return to Dubai within 24 hours of departure.

Budget airline Flydubai will operate at least 30 return flights a day to Doha.

Those who are staying for less than 24 hours in Qatar are exempted from booking accommodation and can instead opt for a match-day visit during Hayya Application.

You can also reach Qatar by car from the UAE if you possess all the necessary documents to travel via Saudi Arabia. Salwa Border Crossing between Saudi Arabia and Qatar will be open to land travel, and the new port will be able to handle more than 24,000 cars daily.

The journey is approximately 550 kilometres and takes between five to six hours from Abu Dhabi or six to seven hours from Dubai, depending on border control.

The Saudi Ministry of Foreign Affairs has also introduced a free multi-entry Saudi visit visa for all who possess a Hayya card.

    I wanted to ask about the period of medical insurance, i wil be going to uae on 2 dec and then qatar on 3 dec and then i will be back to uae on 7 dec and back to my country on 8 dec, so should i purchase the insurance for for these 7 days or for 90 days of the validity of the visa and if for these 7 days then if i want to travel to uae after that do i need the insurance again or once i get the visa i can travel as many times without valid insurance?

      Hi Abhinandan, The insurance should be valid each time you visit. If you plan to travel only during the first 7 days, take 7 days of insurance. If you plan to travel again after a few weeks, it may be cheaper to buy 90 days’ insurance now. Note that UAE rules about medical coverage are stricter than Qatar. Even residents are required to have private insurance.

  3. My visa application has been returned for modification. It says “مطلوب ضمان معتمد من داخل الدوله” meaning An approved guarantee is required from within the country. Please tell me what does it mean and how can I re-submit it as there is no option to make alterations.

    My Mom and Aunt travelling on Friday Nov 19, 2022, till now no response for visa approval, my mom modified it in tracking application and my Aunt didn’t received any response to her application.   7. I do not have any friends at UAE, not sure how I can get a mobile phone number. I have called the hotel but they say only have land line. Without mobile phone number I was unable to complete the application process.

      Hi Farid, The system will not accept the application without a number. Note that this number will not be used for any verification during the application stage.

  8. I have applied 1st time rejected reason Hayya Card PDF version approved by Hayya dept, I attached the Hayya Card scan PDF File, next Insurance should take from UAE approved Insurance Agency. Charges 153 including vat. They reject so I get only 100 DHS.
    2nd Time appy with UAE approved agency insurance, again they are asking Hayya Authorised PDF copy. For Qatar resident Hayya app and card through Qpost only, no PDF copy received from Hayya.
    I raise complaint waiting reply.

      Hi Arun, By “Hayya Authorised PDF copy” they are referring to Hayya Entry Permit (It is a translation issue from Arabic to English). Please read our article, where we have mentioned several times – a Hayya Entry Permit is required for this visa (Hayya Card will not be accepted). Qatar residents will not receive Entry Permit and hence cannot apply using this. Almost everyone who applied using Hayya Card were rejected and refunded AED 100.
